The Ministry of Health and Welfare, South Korea government, has announced the the launch of the 5th Comprehensive Plan for High-Tech Medical Complexes (2025–2029), aimed at advancing the complexes into Korea’s flagship national biohealth clusters.
The High-Tech Medical Complexes are integrated biohealth clusters established in the Sinseo District of Daegu and Osong, Chungcheongbuk-do, in 2010 under the Special Act on the Promotion of High-Tech Medical Complexes. The complexes were created to promote medical research and development (R&D), facilitate the commercialisation of research outcomes, and drive the advancement of Korea’s biohealth industry.
Equipped with four core infrastructure centers and other specialised facilities, the complexes provide end-to-end technical services—including R&D, non-clinical testing, and prototype production—for biohealth companies and related institutions.
The plan outlines five strategies-

Strengthening Foundational R&D with a Public Mission
Fostering Connectivity and Collaboration Centered on the High-Tech Medical Complexes
Advancing Infrastructure and Cultivating Professional Talent
Stabilising the Operational Foundation of the High-Tech Medical Complexes
Health Minister Jeong Eun Kyeong stated, “Through the 5th Comprehensive Plan, we aim to strengthen the public function of the High-Tech Medical Complexes, particularly by supporting technology-gap areas in Korea. We expect the complexes to establish themselves as public CRDMOs. As national flagship clusters, they will spearhead the growth of Korea’s biohealth industry and help achieve one of the People-Centered Government’s 123 policy tasks—becoming a global leader in medical AI, pharmaceuticals, and biohealth.”
