Nowadays, the extent of scientific and technical development is impressive. The number of researchers worldwide exceeds 10 million, against five million fifteen years ago. There are currently one million researchers in China with a forecast of four million for the coming years and 700,000 in India with a forecast of three million. As many as 15 000 scientific articles are published every day, 7.8 million patents are active, although a quarter of them will lose their value in three months and less than 1 percent will be profitable. An innovation's lifetime is constantly overtaken by techno-scientific developments.
In this new environment, countries' research and innovation systems will have to adapt rapidly to these new rules. To support this competition in innovation, both public and private budgets were revised upward in almost all countries. This year, more than 1,000 billion dollars will be injected into R&D worldwide. Everybody is betting on a model that has proven its use in British universities. Strong basic research, mostly funded by public institutions, benefits the worldwide industry by supplying its own R&D. Everyone is expecting disruptive innovations, these revolutionary technologies that provide competitive advantages to their discoverers for a few years.
